Bologna Police Dismantle Drug Network

A large-scale operation by the Italian State Police has led to five arrests in Bologna and dealt a major blow to a suspected international drug organization. According to investigators, the detention orders were executed by order of the investigating judge at the Bologna court. The investigation focused on a structure that allegedly organized illegal drug trafficking between Italy and the Netherlands. The measures were led by the anti-drug section of Bologna’s Squadra Mobile and carried out in close coordination with the district anti-mafia prosecution office.

The operation was not limited to Bologna. Mobile police units from Rimini, Treviso, and Verona worked in parallel, while a corresponding Spanish investigative office was involved on the international side. Specialized liaison units supported cross-border coordination. In addition to the five people placed in custody, twelve other suspects were searched under delegated warrants. Authorities consider this a key step in mapping supply and distribution routes within a transnational criminal group.

From financial inquiries to a drug network case

The case began in 2019 and 2020, when investigators were initially examining alleged tax and financial crimes. In that context, they encountered encrypted communication channels whose full relevance was not immediately clear. Only after deeper technical analysis, supported by forensic specialists, were investigators able to trace the use of encrypted phones linked to the SKY ECC platform.

The phone infrastructure was designed for concealment: standard functions disabled, communications restricted to protected channels, and remote or local wiping options to erase data in case of seizure. This created an environment that significantly complicated traditional investigative methods. For prosecutors, breaking into that ecosystem marked a turning point, as it provided concrete insight into roles, responsibilities, and workflows inside the alleged network.

European cooperation as the key factor

A decisive turning point came in 2021, when encrypted chats connected to the platform were seized in a multinational operation. Through European judicial and police cooperation, the resulting data became accessible to member states under a European Investigation Order. For Bologna investigators, this made it possible to connect earlier leads with newly obtained records and reconstruct the organization’s structure in detail.

Authorities say an Albanian national emerged as the central figure. He is alleged to have acted as organizer, financier, and coordinator. Together with close associates, he allegedly managed regular cross-border shipments. The group is believed to have imported multi-kilogram batches and redistributed them to buyers in several Italian locations. Besides cocaine, marijuana and hashish allegedly played a significant role in the operation.

Reconstructed volumes and economic impact

The investigation focuses in particular on the period from April to November 2020. For those months, police reconstructed nine cocaine imports totaling 41.5 kilograms and nine marijuana imports totaling 76.5 kilograms. The case file also includes one shipment of 280 kilograms of hashish. In aggregate, authorities estimate the market value at more than five million euros once distributed at street level.

  • Nine documented cocaine shipments totaling 41.5 kg
  • Nine documented marijuana shipments totaling 76.5 kg
  • One hashish shipment totaling 280 kg
  • Estimated market value: more than 5 million euros

Legally, the case is based on alleged criminal association aimed at illicit drug trafficking, aggravated by alleged weapons availability. The court’s decision to authorize pre-trial detention indicates that prosecutors’ framework was considered substantiated. Investigators say the synchronized enforcement across multiple cities, with international participation, sends a clear message to similar networks relying on cross-border logistics and shielded communications.

The case also highlights how modern drug investigations depend on digital intelligence, European legal cooperation, and coordinated police action. Without combining technical analysis, cross-border data sharing, and traditional field work, assigning specific operational roles to individuals would have been far more difficult. For Bologna, the operation therefore represents not only a procedural success in one case, but also a model for tackling complex transnational drug crime.
