Florence: Major blow to Italian Albanian drug ring

In Tuscany, Italian authorities have achieved a significant blow against organized drug trafficking. Under the direction of the District Antimafia Directorate in Florence, units of the Guardia di Finanza executed nine personal precautionary measures in the early morning hours. Eight suspects were placed in pretrial detention and another person was put under house arrest. At the center of the investigation is an Italian Albanian group that is accused of operating a structured and far reaching network for the trade in cocaine, hashish and marijuana. The starting point of the investigation was a spectacular seizure in April 2023 in San Gimignano in the province of Siena. At that time, the Guardia di Finanza discovered 20 kilograms of cocaine during a control and arrested two men, one Italian and one Albanian citizen. This initial find turned out to be a key event, because the subsequent evaluation of evidence, surveillance measures and technical investigations gradually led the specialists of the organized crime unit to a larger criminal structure that had not previously been known in this form. Investigators reconstructed a web of clearly defined roles and responsibilities that extended across several provinces. According to the findings, the alleged leaders of the group, two Albanian nationals living in the area of Castelfiorentino and Colle Val d’Elsa, took over strategic planning. They are said to have determined which routes would be used to bring drugs from other Italian regions, especially Lombardy, into Tuscany. They also decided where the narcotics would be temporarily stored, to which buyers they would be delivered and at what prices the substances were to be sold. Below this leadership level, close confidants acted as those responsible for logistics and warehousing. These individuals are described as operators of the depots who coordinated transports and ensured that deliveries were handed over to customers in precisely weighed lots. According to the current state of the investigation, they also received the payments and handled the internal accounting for the group. Another tier consisted of numerous couriers who also served as guardians of the stockpiles and were used to disguise the activities of the organization towards the outside world. The group displayed a particular degree of sophistication in its use of seemingly legal transport structures. Some of the suspects were officially employed as drivers for freight companies specialized in road transport for third parties. According to the investigators, these men took advantage of their professional routines to carry out disguised drug deliveries. Under the cover of ordinary consignments, they transported narcotics in plastic shipping envelopes commonly used in the parcel business. Outwardly, the handovers looked like regular deliveries by a well known international transport company, but in reality cocaine and other substances were distributed to buyers in the criminal milieu. Over the course of the lengthy investigation between 2023 and 2024, the authorities achieved further significant seizures. In several operations in Castelfiorentino, Colle Val d’Elsa and Busto Arsizio, a total of 17 kilograms of cocaine, 18 kilograms of hashish and one kilogram of marijuana were confiscated. Three individuals were caught in the act and arrested for violations of narcotics law. These men are also among those for whom the new arrest warrants for participation in a criminal association have now been issued. The case files portray an insulated and highly security conscious structure. According to the authorities, the group has a pronounced family character in which trust and loyalty are central. The participants are said to have developed complex protection mechanisms within the network to complicate investigations. A key role was played by the systematic use of modern encrypted communication technologies, intended to make conversations and planning inaccessible to outsiders. In the view of the investigators, these precautions were an important reason why the organization was able to operate undetected for an extended period. In parallel with the arrests, further searches are being carried out at residential and business premises. The goal is to secure evidence that can shed light on the scale of the drug trade, the flow of funds and the internal structure of the network. Investigators are focusing not only on narcotics and packaging materials but also on documents, electronic devices and assets that may represent the proceeds of trafficking. Financial inquiries aim to clarify to what extent money was moved into real estate, vehicles or other property. The legal basis for the measures includes, among others, Articles 73 and 74 of the Italian narcotics law, which criminalize both participation in an association aimed at drug trafficking and the production, storage and distribution of illegal substances. The proceedings are currently still in the investigative phase. Authorities emphasize that all suspects are presumed innocent until a final conviction and that further judicial decisions are still pending. At the same time, investigators stress the importance of the current operation for combating international drug trafficking. According to the present findings, the dismantled structure relied on supraregional connections and tried to exploit legitimate economic processes in the transport sector as cover. With the executed arrest warrants, the extensive seizures and the parallel financial investigations, the authorities aim not only to stop the concrete trade but also to weaken the economic foundations of the network in a lasting way.
